Children and YP Partnerships/Network 50+ |
There are three children and young people’s partnerships initiated by the Welsh Assembly Government and supported by Cymorth. The CYP Framework partnership is overarching and decides the priorities for the two sub-groups: The Children’s Partnership (CP, 0-10), and the Young People’s Partnership, (YPP, 11-25).
All partnerships are linked by the wish to achieve the following for young people: A Flying Start in Life, Better Learning and Employment, Best possible Health, Access to Leisure, Respect, Safe Home and Community, Freedom from Poverty.
The Children and Young Persons Bill was published on 15th November. The Bill will strengthen the legislative framework underpinning the care system - ensuring the right structure is in place to enable children and young people to receive high quality care and support. It will also ensure that those entering the care system are able to share the same aspirations as those in supportive family homes. The Explanatory Notes are available to download (from the Downloads box to the left of the screen), and the Bill is available to view through the following link: http://services.parliament.uk/bills/2007-08/childrenandyoungpersonshl.html Please note that, with a few exceptions, the clauses in the Bill apply to both England and Wales. The Bill will be subject to several months of scrutiny in Parliament and Royal Assent should be granted by Spring/Summer 2008. The development and implementation of the Bill's provisions in Wales are being considered as part of the Welsh Assembly Government's consultation, through stakeholder groups, on the proposed Strategy for Vulnerable Children in Wales on which local authorities and partners are represented and will be fully involved . January 2008 Update - Wales' first Commissioner for Older People The Welsh Assembly Government has recently announced the appointment of Wales' first Commissioner for Older People in Wales as Ruth Marks. The Commissioner – believed to be the first of its kind in the world - will be a voice for older people. Like the Children’s Commissioner, the Commissioner for Older People is independent, and her role will be to ensure that the interests of older people in Wales, who are aged 60 or more, are safeguarded and promoted.

The above documents are now available on the Children and Young People Partnership website (http://www.cypswansea.co.uk/). You will find these three documents and many other supporting papers on the page – Children and Young People’s Plan.
