“Ambition is Critical”
and Better Swansea - Swansea's Community Strategy

Shared Ambition is Critical - Shadow Community Strategy now available!

All areas in Wales have to have a Community Strategy.  Swansea's Community Strategy "Ambition is Critical" was first published in 2004 and has been annually updated since 2005.  Copies of the Strategy and the Updates can be downloaded from the City & County of Swansea Website.  The Welsh Assembly Government has recently issued revised guidance to ensure that Community Strategies make more of an impact. This guidance can be downloaded from the Welsh Assembly Government.

To take on board this new Guidance, Swansea has produced a new Community Strategy.  It has been produced as a shadow document at this stage to allow for maximum consultation and engagement with interested groups. It also provides an opportunity for any new plans and strategies that are being produced, to be consistent with the new Community Strategy

The finalised Community Strategy will be published in summer 2009.


Every local authority in Wales has a duty to prepare a community strategy or plan. They are developed by councils and their partners from the public, business and third sectors and are important because they articulate a shared vision of how to improve quality of life and well-being for their areas.

The City & County of Swansea’s community strategy is called “Ambition is Critical”, and the process by which it is delivered can be found under the ‘Better Swansea Partnership’ page.   The 2007 Update of 'Ambition is Critical' is now available for download (from the box on the left).

The three cross-cutting themes are: Sustainable Development, Social Inclusion and Culture & Heritage.

Other key Partnerships are: Children and Young People’s Partnership and Network 50+.

(Both of these partnerships will be linked more effectively to the Community Strategy under the Welsh Assembly Government’s proposals for plan reduction in 2009)
