Swansea Compact Process

What is the Swansea Compact?

The Swansea Compact is an existing agreement between Swansea’s Third Sector and the City and County of Swansea Council (CCS). It is about the relationship between the two sectors, promoting and supporting an environment of mutual advantage. It also sets out the underpinning principles and values which the Compact seeks to promote.

The initial Compact was developed and delivered in 1998. Since then the local government landscape has changed – notably with the introduction, by the Welsh Assembly Government, of the requirement for each local authority in Wales to prepare a community plan, and with the City and County of Swansea’s emphasis on community leadership, openness, accountability and community engagement.

In 2006 a consultation, commissioned by CCS and Swansea Council for Voluntary Service (SCVS), was undertaken by Reynolds Consulting Ltd to act as a catalyst to reinvigorate and further develop the Compact for the modern world, however, progress has been slow to date.
