Welsh Assembly Government - Consultation on guidance to improve substance misuse treatment services in Wales
“Working Together to Reduce Harm” the Welsh Assembly Government’s Strategy for tackling substance misuse in Wales was launched in 2008. This strategy included commitments to work with partner agencies, service deliverers and service users to improve the arrangements for the planning and performance monitoring of substance misuse services in Wales.

BBC Trust - BBC on-demand offerings
The BBC Trust is reviewing some of the BBC's on-demand offerings.
This review covers the four BBC on-demand offerings approved by the Trust in 2007. These are:
- 7 day TV catch-up over the internet via BBC iPlayer. This includes the provisions for platform neutrality
- 7 day TV catch-up over cable (currently BBC iPlayer on Virgin TV)
- "Watch Live" TV on the internet (simulcast TV)
- Podcasts - non-digital rights management (DRM) audio downloads from BBC radio stations
They are also assessing particular aspects of the TV catch up including the ability to pre-book or "bookmark" programmes (which is not yet available), series stack and the parental controls.

Directgov - Opening up Ordnance Survey data
A consultation has been launched on how to make certain Ordnance Survey map information available at no cost and without reuse restrictions. It has been pointed out on UKRiders (the sector techies forum) that easier access to mapping and postcode datasets, as proposed, could be of great use to voluntary organisations.

National Assembly for Wales - Consultation: Proposed Carers Strategies (Wales) Measure
As part of its Stage 1 consideration, the National Assembly for Wales’ Legislation Committee No.5 is calling for evidence on the general principles of the proposed Carers Strategies Measure.
This consultation provides an opportunity to influence Welsh Policy. As a result, Learning Disability Wales will be collating responses to the proposed Carers Strategies Measure from our membership. We will credit all contributions.

City and County of Swansea - Draft Children and Young People's Disability Strategy
A draft version of the Children and Young People's Disability Strategy is now available for consultation. The Strategy sets out the City and County of Swansea's Children and Young People's Partnership (CYPP) priorities for meeting the needs of children and young people with disabilities.
The Strategy is one of the key actions identified in the Children and Young People's Plan 2008 to 2011 to meet the needs of specific groups of vulnerable children and young people and therefore contributes to the Authority's overarching Community Strategy. It also links to the Authority's Equality and Diversity Scheme vision for a society built on Fairness, Respect, Freedom, Choice and Dignity.
The CYPP Disability Strategy will form the basis for the development of a Disability Action Plan 2009 – 2011 which will also be consulted on. An online questionnaire is now available for people to make comments.

City & County of Swansea - Audit of Play Provision in Swansea
Jon Bevan at Interplay is currently researching an audit of play provision in Swansea for the Council.
As part of this audit, he is conducting a series of questionnaires and interviews with stake holders and consumers of play in Swansea, with particular emphasis on disability and play. This forms the consultancy based research of the audit, whereas the desk based research is still ongoing. It will form a key component of the study, as they are looking to identify trends from the 2009 Play Audit, as well as researching new information regarding disability and Play.
The final deadline for this audit is Wednesday 31st March 2010.

The Nursing & Midwifery Council - Consultation on guidance for raising and escalating concerns
Since June 2009 the Nursing & Midwifery Council have worked with professional, patient and employer groups, trade unions and nurses and midwives to develop guidance for nurses and midwives on how to raise and escalate concerns they may have about patient care. This consultation aims to gain wider feedback on the guidance, and ensuring the process for raising or escalating concerns are clear.
Any organisation that you work with who employs nurses and midwives will certainly have a direct interest in this, but also organisations representing people who receive care from nurses and midwives may wish to contribute, as they need to have confidence that the nurses and midwives who provide frontline care are able to speak out about any issues that may compromise their care.

Welsh Assembly Government - Putting things right consultation
The Welsh Assembly Government wants to improve the way that health organisations deal with people’s concerns about the health service.
We want the health service in Wales to do as much as it can to put right mistakes and to learn lessons to stop them happening again. We feel that this can be done by improving the arrangements already in place to support all staff to be open with people when something has gone wrong and by developing further the skills and experience of staff who will investigate concerns.
We also think that by giving health organisations the tools and techniques they need to carry out better investigations, more people will be satisfied with the result. The process should be easy to access and people should be able to get help and support to raise their concerns. This consultation is to enable the views of all stakeholders and service users to be expressed and considered.

National Assembly for Wales - Health, Wellbeing and Local Government Committee - Announcement Of Committee Inquiry: Local Safeguarding Children Boards
The Health, Wellbeing and Local Government Committee of the National Assembly for Wales will be examining the effectiveness of Local Safeguarding Children Boards (LSCBs) in a new inquiry.
During its inquiry the Committee will examine the following issues:
- Appropriateness of existing Welsh Government Policy and Guidance as relevant to LSCBs;
- Appropriateness of the scope and focus of LSCB responsibilities;
- Membership of LSCBs with reference to both the role of statutory partners and also the voluntary sector and smaller / specialist organisations;
- Arrangements for funding LSCBs;
- The relationship of LSCBs to other local partnerships, including Children and Young People's Partnerships; Community Safety Partnerships; Local Service Boards; the planned Integrated Family Support Teams.
- The effectiveness of LSCBs in promoting the protection and welfare of specific groups of vulnerable children such as children with disabilities, asylum seeker and trafficked children, black and minority ethnic children;
- The effectiveness of LSCBs in their specific role with regard to promoting the information sharing responsibilities and duties of LSCB partner agencies;
- The effectiveness of LSCBs in involving children and young people in their work.

Defra - Consultation on draft guidance on the legal definition of waste and its application
The aim of the draft guidance is to help businesses and other organisations take the right decisions about the classification of substances as waste, particularly in the more difficult cases. The draft guidance on which views are invited is set out in Chapter Three of the consultation document and is in three parts:-
Part 1 is a practical guide for businesses and other organisations;
Part 2 explains the background to and the rationale for the draft guidance; and
Part 3 provides detailed guidance on the case law on the definition of waste and is intended for those with a specialist interest in the issue

Welsh Assembly Government - Draft all Wales obesity pathway
A draft all Wales obesity pathway has been developed. Once finalised it is proposed that health boards use it as a tool to:
• review local policies, services and cross-departmental multi-agency activity for children and adults;
• and develop a full implementation plan to ensure they have planned activity across the full range of determinants which cause obesity and overweight.

The Law Commission - Law Commission's consultation on adult social care
This paper sets out the Law Commission's provisional proposals for the reform of the law relating to adult social care, with the objective of providing a new coherent legal structure.
Publication of the consultation paper marks the start of a four month consultation, open to the public, in which the Law Commission hope to engage in an extensive debate on the provisional proposals for reform.
They are keen to encourage a wide range of comments on the proposals – particularly those from service users, carers, advocates and professionals.

In this discussion paper, the Welsh Assembly Government (“the Assembly”) sets out key questions on how the financial viability of housing associations should be assessed. This paper has been developed in discussion with the sector and Community Housing Cymru.

• consider the Assembly’s approach to financial viability
• highlight key elements of the financial viability assessment;
